The ability of the United States to respond to new, unexpected military threats is highly suspect given its shortage of manpower. The deployment in Afghanistan and Iraq and political attempts to rein in defense spending are part of the reason for this state of affairs but the main culprit is the notion that it is antithetical to American culture to keep a troop level large enough to include reserve forces.

British officials might face difficulties during their dealings with the US in the future if Congress sustains the Pentagon's proposal to eliminate one engine manufacturer from the F-35 Joint Strike Fighter (JSF) program. The Pentagon started the controversy by proposing the elimination of one of the two planned producers of engines for the JSF in its fiscal 2007 budget.

Thomas Donnelly, who specializes in defense and national security issues at Washington-based think tank, states that the Air Force has to redefine its mission clearly for a post-Cold War world. He further adds that the Air Force is to be blamed for holding on too long to its cold War days of glory, from which it emerged as 'the darling of the defense policy community'.
