The emergence of independent power producers (IPPs) in Asia has forced changes in the way power equipment suppliers do business. Demand is stronger, thanks the the existence of more producers, but suppliers have had to increase their involvement, even in deal financing. Bechtel's Fred Marsh noted that the company, once just a supplier of services to state-owned utilities, has quickly become a risk-assuming turnkey contractor to IPPs.

The power of persuasion
Article Abstract:
The Laibin-B power plant in Guangxi Province, China was financed with an innovative $462 million finance facility underwritten by BZW, Credit Agricole Indosuez and HSBC Investment Bank. The power plant is being built by a partnership of Electricite de France and GEC Alsthom. The finance facility was structured as on a European build-own-transfer paradigm, which was unique as China currently has no build-own-transfer law.
