GAO finds major problems possible in crew swapping
Article Abstract:
Botching the Sea Swap program that was prepared for key congressional committees with oversight of the Department of Defense (DoD) could result in insufficient ship maintenance, impaired war-fighting capabilities and damaged crew morale. The Government Accountability Office (GOA) cautioned that the Navy must reform its emergent program to swap crews on ships, a tactic that can reduce the number of ships the Navy must buy but which can result in serious problems.
