GAO says defense personnel funding books in disarray
Article Abstract:
The Government Accountability Office (GAO) stated that the status of appropriations for military personnel, a category of expenditures that exceeds $109 billion in fiscal 2003 is not known to the Congress or to the Pentagon. The GAO report revealed that the annual reviews that the armed services are required to perform to monitor those expenditures are not keeping in step with Department of Defense (DoD) rules guiding military spending.

Lugar impatient with Iraqi reconstruction spending
Article Abstract:
Congress appropriated $18.4 billion for Iraqi reconstruction in November 2003 in an emergency supplement bill, however, only $2.3 billion of those funds had compelled. With respect to this, Sen. Richard Lugar, chairman of the Senate Foreign Relations Committee was not satisfied as only about 12 percent of this money had been designed or contracted.
