Is Uniformity the Answer?
Article Abstract:
The issue of flexibility versus uniformity in regards to local authorities' published accounts is a major topic considered in the Chartered Institute of Public Finance and Accountancy's discussion paper entitled 'The Published Form of Local Authority Accounts and their Standard Detail'. The recommendations of each of the six sections of the paper are summarized. They are: revenue standard form, balance sheet, capital accounting, trading services and current cost supplementary statements, relevant financial statements, and local authority as trustee. Temporarily, the authorities are working under 1983 stop-gap regulations with the expectation on new regulations that are likely to contain changes that increase government control over local government accounting practice. The need for a strong effort by the institute in producing its own manual is emphasized.

Down with Rates of Return for Direct Labour Organisations
Article Abstract:
The performance of a direct labor organization (DLO) in the United Kingdom is presently valued according to its rate of return. This is not an effective method of measurement. The figures have been returned for the 1981/ 1982 fiscal year. At this time, work was not competitive, therefore DLOs set their rates, usually with a margin of three percent. With competition, rates of return were altered and became competitive. An example illustrates that assumed characteristics are often not true. More debate and research are necessary.
