Making the most of the Enterprise Initiative
Article Abstract:
The UK's Jan 1988 Enterprise Initiative budgets 250 million pounds sterling for the improvement of British business management and operations to prepare for the competitive challenge that the advent of a single European market in 1992 will cause. The assistance will be in the form of consultancy assistance and advice for: improving financial and management information systems, effecting better planning, improving manufacturing processes, introducing quality assurance programs, acquiring design help, and developing marketing strategies. The Initiative will eliminate Regional Development Grants, but a series of investment, innovation, and SMART (Small Firms Merit Awards for Research and Technology) grants have been introduced. Eligible firms must have under 500 employees and can qualify for only two consultancy grants. How to apply for a grant is described.

Monopolies and mergers in whose interests?
Article Abstract:
British government policy on mergers and monopolies takes inadequate account of consumer interests, investors, and potential competitors. Mergers cannot be justified simply on the basis that both parties involved are in agreement. Potential competition and the ability to enter markets are paramount and should be encouraged. It is suggested that if market forces such as mergers give rise to regional imbalances, the government should intervene. The work of governmental authorities over competition should be extended and should cover more cases. It is suggested that government policy on mergers should not be predominantly a matter of party politics.
