Oracle Corporation (UK) Ltd is in the process of developing a council tax system which, with another being developed for non-domestic rates, will form Oracle Revenues. The company is applying its expertise as the third largest world supplier of software by coordinating with local authorities which will be the system's prime users. The company will also back its software with specialized implementation assistance and training for systems users. As with other Oracle software, Revenues will be compatible with more than 100 hardware platforms.

The Chartered Institute of Public Finance and Accountancy will publish the 'Accounting for education' booklet, to be followed by 'Accounting for social services' and 'Accounting for housing.' The education booklet offers strategies in applying service strategy and regulation to education, as well as a new accounting structure which considers the Education Reform Act. The book also offers techniques on dealing with accounting for organizations with variant internal structures.

Article Abstract:
Much of the criticism of the Efficient Markets Hypothesis is based on misconceptions about the definition of an efficient market. Two case studies are described to demonstrate the problem with making general assumptions about the validity of a theory based on isolated evidence.
