Article Abstract:
The Labour Party's election manifesto pledge for a 10% starting rate of income tax may not be put into effect from April 1999, but Chancellor of the Exchequer Gordon Brown may make a commitment to do so next year. Capital gains tax (CGT) is unlikely to see any major changes in the Budget and any reforms expected to concentrate on tightening of loopholes. Changes in inheritance tax could focus on potentially exempt transfers (Pets) and business and agricultural property reliefs.
