Pentagon leader says Marine One procurement flawed

A high-ranking Pentagon official has revealed that the Navy has established such procedures where it won't know if Marine One presidential transport helicopters are safe-and-sound aircraft before committing to buy. David Duma, acting director of operational test and evaluation in the office of Secretary of Defense, supports the long-standing policy of fly-before-buy, as the approach allows to discover deficiencies in early testing and to correct it before production and fielding.

Congress returns to face tough aircraft, ships funding issues
Article Abstract:
The US Congress returns to face myriad challenging defense funding issues affecting the largest Pentagon procurement programs after a month-long recess. Senators and representatives will put up two separate funding measures for the fiscal year ending September 30, 2006.
