Policy issues in communicating with ETI
Article Abstract:
Policy issues involving mankind's response to the detection of extraterrestrial intelligence (ETI) are difficult to establish. The question on whether to communicate and broadcast our existence needs a careful weighing of the potential risks vs the potential advantages. This is hard to answer because of lack of data of the nature of ETI. The content of the message is also difficult to establish because of the various needs and desires of people. A project for establishing a beacon may be used as an experiment to determine the reaction of various countries towards communicating with ETI.

The Global Positioning System: policy issues for an information technology
Article Abstract:
A RAND Corporation study has found that the main national security issue facing the US in the use of its Global Positioning System (GPS) is the maximum exploitation of the military benefits of GPS with minimum risks. The emergence of other differential GPS stations outside the US control is a matter of concern. The key commercial issue is the elimination of the political risks perceived by private industry. The primary foreign policy issue is providing foreign governments with reassurance that the GPS policy is stable. Policy recommendations have been provided.
