Runnymede District Council, UK, has made a brave decision in deciding not to renew its contract for shared computing facilities with a Woking-led consortium of four local authorities, and move to Open Systems instead. A switch to Unix operating system should give Runnymede greater control over information technology systems as well as enabling it to cut costs, adapt the size of its system to changing needs and choose from a wider range of software. Runnymede is buying Unix-based revenue systems from IBM under a contract that provides protection from failure to deliver. The changeover to Open Systems will be phased in.

Counties wrong-footed by teachers' pay deal
Article Abstract:
Michael Grealy, Finance Undersecretary of the Association of County Councils, has criticized UK Education Sec Kenneth Clarke's claim that teachers' salary increase will be fully funded. He said that grants amounting to 60 million pounds sterling are inadequate to finance the pay award in full. The counties, which have already predicted an 8% increase in precepts in 1992, may have to meet again in order to adjust their budgets. City councils will have to bear the extra expense of 200,000 pounds sterling to support the deficit in pay increases.

Design and build: Enfield heads up the ICL users
Article Abstract:
ICL is rushing the preparation of software that would implement the British government's new council tax systems by April 1993. One hundred twenty eight local authorities are expected to be serviced by the new software as the new tax system becomes operational. The software is to be designed in three stages. The first is the conversion from the previous community charge system to the new poll tax scheme. The next revolves around billing. The last stage will deal with linkage with other systems such as management information systems.
