Russian president Vladimir Putin changed portfolios of his ministers in November, 2005. In the process, he has promoted Dmitry Medvedev as the first deputy prime minister. Medvedev is a long-time Putin-loyalist, and the move is viewed as Putin's succession-planning strategy.
