Report: 44 percent of defense contracts not competitive
Article Abstract:
A new report on the Army and Navy describes that more than half the Pentagon dollars received by some large defense contractors are handed out in contracts that donEt involve competitive bids. It was also noticed that the no-bid contracts accounted for about 44 percent of Pentagon contracting, or $362 billion, in budget years 1998 through 2003, and almost one in seven contractors selling wares to U.S. armed services are non-U.S. companies or foreign governments.

Pentagon drops winner-take-all on DD (X)-for now
Article Abstract:
The Department of Defense (DOD) has temporarily dropped the plan to award the contract of building the next-generation DD (X) destroyers to only one company. The DOD's move will be separating the job of building DD (X)s from the task of providing systems and integration for the ships, so that probably the Navy might decide at some future point to buy DD (X)s from one shipyard, but also decide to buy ship systems from two providers.
