Asset strip may break an accounting principle
Article Abstract:
A bill before the UK parliament which transfers continuation colleges from local education authorities (LEAs) to county councils faces opposition from the Association of Metropolitan Authorities (AMA) and the Association of County Councils (ACC). Both groups believe that the government's Revenue Support Grant would be insufficient to cover the debts that come with the transfer from LEAs. The ACC also claims that the Further and Higher Education Bill violates the accounting rule, which links assets to debt liabilities of colleges. On the other hand, the AMA intends to continue lobbying against the bill.
