State governments' growing gains from TQM
Article Abstract:
Most laymen view total quality management (TQM) as a concept exclusive to business enterprises. However, even state govenments are beginning to adopt TQM in an effort to change outdated and obsolete practices. Local officials have found that TQM offers advantages in terms of improved performance, better resource management and successful programs. State governments which have created an atmosphere conducive to TQM have effectively protected their economic base.

TQM's role in corporate success: analyzing the evidence
Article Abstract:
Total quality management (TQM) has become a byword among managers, but many TQM programs often give disappointing results. An analysis of TQM programs was conducted to determine the reasons for failure and success of such programs. The results show that TQM programs that focus primarily on cost reduction are the most successful. Other TQM programs that focus on customer satisfaction or other goals to the detriment of cost management are the ones that fail.

A tool for improvement using the Baldrige criteria
Article Abstract:
An increasing number of US firms are turning to the Total Quality Management approach for improving their operations. Companies use different criteria to help them understand the concepts, benefits and roles of quality, to guide the implementation of quality improvement programs and to evaluate their progress. An approach using the criteria set by the Malcolm Baldridge National Quality Awards is presented.
