Draft regulations on the financial management of charities are being issued in early 1995. The Charities Commission aims to improve financial reporting standards and achieve consistency through prescriptive measures. Charities will have to provide a statement of financial activities, and there have been improvements to definitions of administration and fundraising costs. Accounting standards for branches will be stricter. Smaller charities will be less regulated than larger charities.

Accounting for smaller charities
Article Abstract:
UK charities have been affected by changes in accounting regulations in the Charities (Accounts and Reports) Regulations 1995, which come into force from Mar 1996. There are some 140,000 UK charities small enough not to have to comply fully with the new regulations. Charities with an annual income lower than 1,000 pounds sterling are not required to register with the Charity Commission, and those with an income of under 10,000 pounds are also less affected by the rules.

Where have all the donors gone?
Article Abstract:
Donations to United Kingdom charities have been affected by a number of factors. There has been a long term decline in donations from younger people. College-educated households are likely to give more. Generally, there has been a drop in households giving donations, with younger people giving less than older people did when they were young. Each donor appears to be donating more, because total donations increased between 1974 and 1993 to 1994.
