Taxation - the environmental ally
Article Abstract:
The UK government can reduce pollution at lower economic cost than direct pollution controls through the means of an environmental tax. Taxes are better than regulations because they allow people and industry to measure the economic benefits of reducing pollution and calculate the impact of compliance on profits. Environmental taxes provide an incentive that reflects the true economic costs of goods and are a significant source of revenue. While other taxes reduce efficiency, environmental taxes improve economic efficiency and provide an incentive to companies to develop innovative processes that limit pollution. Environmental taxes ideally should be introduced in tandem with international tax efforts, and can be effectively levied on carbon, fuel, road transport, cars, and fertilizers.

UK Chancellors of the Exchequer typically attempt to change the taxation system. For the 1991 Budget, the UK can expect changes to the taxation system that will bring about desired changes to corporate and personal behavior. Any savings scheme advocated by the Chancellor most likely will not stimulate the creation of new savings, but will only succeed in shifting around extant savings. The Chancellor should refrain from tinkering with the taxation system to help small firms because other, more efficient ways to help small firms already exist. If Chancellors desire to affect changes to the tax system, they should reform the advanced corporation tax that now serves as an inadvertent tax on dividends rather than earnings.
