Article Abstract:
Great Britain's Department of Trade and Industry (DTI) has issued a 'white' paper with two related themes: promotion of free markets and personal initiative and enterprise. The DTI paper refers to itself in the paper as the 'Department for Enterprise', reflecting its objective of a more competitive market in which competition is fostered and restrictive practices and organizations are opposed. Other areas addressed include: mergers, deregulation, the single European market, business and education, business development, regional policy, innovation, and the relationship between government and business. Three management consultants discuss what new opportunities they see in DTI's Department for Enterprise Initiative. A regional DTI initiative is also described.

Graeme Knox of Scottish Amicable
Article Abstract:
Scottish Amicable Investment Management Ltd (Glasgow, Scotland) Managing Dir Graeme Knox oversees the management of eight billion pounds sterling, 4.5 billion pounds of which represent Scottish Amicable's pension funds. Knox follows a contrarian investment policy, which served the firm well in light of the Stock Market Crash of 1987. Knox's investment style leans toward taking positions in smaller quoted firms. Knox states that research focusing on smaller companies must be more extensive, and that the viability of an investment in a smaller company depends on its management. Knox forecasts a recovery from the current recession afflicting the UK, but he does not believe that the recovery will come until well into 1992.

Jack Shaw is Executive Director of the Scottish Financial Enterprise, an association of 155 banks, fund managers, stockbrokers, accountants, lawyers, employment and advertising agencies. Shaw is a lobbyist for a number of causes related to the Scottish financial community, including relocating national and international corporate headquarters back to Scotland; attracting young Scottish professionals back to Scotland from England; improving the statistical database of the Scottish financial market; issuing a new Enterprise handbook and newsletter; and arranging seminars to improve the Scottish financial community's visibility.
