The commercial challenge to Arianespace: the TCI affair
Article Abstract:
The case filed by Transpace Carriers Inc (TCI), the first private US launch service provider, in 1984 against Arianespace is analyzed. The lawsuit, which questioned the subsidies provided by European governments to Arianespace, also had serious implications on the pricing of the Space Shuttle. The TCI initiative prompted European Space Agency member countries to meet with the US four times. The most notable result from the meetings is an agreement to hold consultations regarding the rules on government support to the commercial launch industry.

A meeting of a group of French and German experts, convened by the German society for Foreign Affairs envisages the need for joint European efforts to cope with the new dimensions of European space cooperation and the new world order. European countries, especially Germany and France are facing serious threat to their security, due to the increasing instability in a large number of countries. The recommendations of the high-level discussion group are presented.

Helios 2 - myth or reality?
Article Abstract:
Helios 2 was intended to be an enhanced version of Helios 1A. The $2.2 billion satellite system is capable of an approximately 50-cm ground resolution and an infra-red day/night capability. Unlike its predecessor, the project may not be fortunate enough to be launched because of the unwillingness of the Germans to shoulder their share of the finances. The prospects for project depends on how well the European community handles collaboration in military space.
