The great and good: the cheap and irrelevant
Article Abstract:
A recently-published report from the Commission on Public Policy and British Business is likely to influence a Labour government if it wins the next election. The paper, entitled Promoting Prosperity: a Business Agenda for Britain, identifies the main problems associated with the UK's prolonged economic decline. It says there are too many under-performing people and companies, not enough investment and too numerous changes in government policy. The report suggests a set of cheap and good proposals for change, but the good ideas are expensive and the cheap ideas are inefficient.

Mad cows and index-linked gilts
Article Abstract:
United Kingdom index-linked government securities (gilts) may be benefiting from a measure of inflation which exaggerates price rises. The retail price index (RPI) shows inflation at a higher levels than the harmonized index of consumer prices (HICP). This is partly because the HICP ignores mortgage rates and other housing costs. Inflation is difficult to calculate, and assessments of changes in inflation have to take into account why prices change and how far obe good can be replaced by another.
