The consensus view of the major bodies and accounting firms of Australia is that the changes made by The Board of Taxation will go a long way to meeting the core goal of the reforms, namely to create a more competitive tax systems in the global market place. These changes are seen as a trade-off, given the potential to deliver long-term economic benefits to Australia.

The Australian Taxation Office (ATO) has always been regarded by the ICAA for its accountability for tax administration supporting the law as a key priority. The ATO was not able to meet its side of the bargain for practitioner support and systems efficiency when the new tax system brought additional complexities and compliance demand.

The Australian Taxation Office has been providing a substandard level of taxation administration, but made only 180 payments for defective administration in 2002, a reduction of 87% against the previous year. It has now been discovered that the defective administration payment operation was inactive for nine months.
