Who won - the hare or the tortoise?
Article Abstract:
Previous accusations that reports issued by the Department of Trade and Industry are ineffective are not true. They may have been delayed, but that is due to the time-consuming nature of the investigations themselves, the lack of cooperation by firms being investigated, and legal proceedings. It may also be possible that the reports themselves are less important than the casual interviews and communications that occur among firms, inspectors, and various regulatory agencies. Many of the reports, once issued, have had a significant impact on the accounting profession. Examples include the London and County Securities report (1976), the Peachey Property Corporation report, and the Grenside Report (1978).
