Winners and losers
Article Abstract:
France remains a viable option for foreign investors although it faces numerous political, social and economic problems. Transport strikes and student demonstrations broke out in the Fall of 1998 even as the government of Lionel Jospin strived to introduce socio-economic reforms. While Jospin inherited a sound economy from his predecessor, he has seen the economic situation decline due largely to external developments, including the economic crises in Asia and Russia. The unemployment rate remains high, at 11.8% of the labor force, and it is still uncertain whether the country will be able to achieve its growth targets for 1999 given the turbulence in the global economy. A planning guide for foreign investors is presented.
