The application of quality circles is a management technique that permits workers more decision-making participation and thereby improves productivity, morale, and commitment. In order to maintain interest and enthusiasm, the circle must be supplied with projects and ideas.

According to Louise Klaber of Northeast Utilities, it is not time that one must manage, but oneself. Klaber's advice is to plan - and that includes the next day's agenda, or the details of each project, as well as time for reflection. She also advises making decisions quickly, expecially minor ones, learning to say no, rewarding oneself for meeting objectives, and finding techniques for getting rid of repetitive tasks.
