Quantity surveyors believe that clients are often the cause of contractual disputes. Clients are said to change their minds about design or floor space and seek to delay completion. Clients are also accused of failing to seriously consider planning regulations and even push projects forward that do not have planning permission. Associate of EC Harris, Robert Pegg believes that more contractual documentation is necessary. He favours the US system of releasing contractual and design information early because it allows better work organisation and contractual problems can be identified early.

Article Abstract:
Payment abuse is one of the main causes of building contactual disputes in the UK. The structure of the building industry has resulted in payment abuse due to the lack of communication, leadership and ill-feeling. Payment abuse can be late-payment, non-payment or misuse of set-off payments. Many main contractors cannot pay subcontractors until they have been paid. Methods suggested to oppose payment abuse are: the use of better contracts; legislation to protect subcontractors and leadership being placed on clients.
