Article Abstract:
The Clean Air Act Amendments of 1990 proposes to reduce emissions of substances which deplete the ozone layer, such as chlorofluorocarbons and hydrofluorocarbons. In keeping with this law, the EPA would prohibit venting of refrigerants during repair and disposal of air conditioning and refrigeration equipment. The agency would also require certification of technicians who service these equipment. The prefabricated houses industry will likewise be affected by these regulations, particularly the lenders, transporters, retailers and community owners.

Retailers of manufactured housing need to be aware of requirements of the Americans with Disabilities Act (ADA), and act to be in compliance in such areas as affording wheelchair access and providing means to accommodate people with sight or hearing disabilities. Lawsuits brought under ADA do not allow monetary damages to be awarded to the complainant, but do provide for awarding of attorney fees. Companies must also be aware, and in compliance, of fair housing laws and state regulations.

Article Abstract:
The Manufactured Housing Improvement Act was reintroduced as H.R. 710 by Rep Rick Lazio (R-NY). In 1998, the US House passed a bill which included the act but the Senate did not act on it due to some reasons. The proposal aims at modernizing the requirements of the National Manufactured Housing Construction and Safety Standards Act of 1974 and creating a process for the improvement of the safety standards.
