Two-tiers of privacy: a novel approach
Article Abstract:
The Homeless Management Information System, devised by the Department of Housing and Urban Development, provides a flexible menu approach to privacy issues. The two-tiered privacy system of HMIS applies to both homeless providers and the intended beneficiaries and conforms to Fair Information Practices principles.
