The council tax begins in spring 1993. The Inland Revenue Valuation Office and local assessors or estate agents valued properties assuming sale with vacant possession on Apr 1, 1991. They assume houses are freehold and in a reasonable state of repair. Values are set in eight bands which will not go up if the property is improved. Appeals can be made to the Listing Officer between Apr 1 and Nov 30, 1993. Then residents can go to a Valuation Tribunal if the appeal is refused.

Form P1 is for employees earning under 8,500 pounds sterling a year, while Form 11P is for employees earning more. F11 is for self-employed people.
