New road safety laws are targeted at reducing the number of people killed or seriously injured in road accidents, which in 1991 was over 56,000. Dangerous driving, drink-driving, car safety, excessive speed, jumping red lights, fitness to drive, and parking regulations have all been tightened up under the new law. The penalty points and disqualification system has also met several changes including possible automatic disqualification if 12 points are accumulated over three years.

Cut the cost of your motoring

Car owners wishing to cut their motoring bills should consider depreciation as the largest cost, although insurance, fuel, servicing and repairs must also be taken into account. A new car is likely to depreciate by some 35% in value during its first year, around 17% in the second year and will then level off. Prices of second-hand cars are based on an average usage of 12,000 miles a year. A table giving the running costs of more than 60 cars is presented.

Issues are presented concerning the techniques which have been developed to increase the fuel efficiency of automobiles. The carbon dioxide emissions of liquefied petroleum gas engines, hybrid engines, petrol and diesel engines are discussed.
