The deregulation of the utility industry poses a challenge to economic development departments and professionals in electric utilities. They will be compelled to rethink their business practices and turn their attention to the industry's most important asset, its existing customer base. To succeed in the deregulated environment, Boston Edison is relying on an array of tools and resources intended to retain existing businesses. Its strategies include creating Economic Opportunity Areas, offering the Economic Development Rate and developing the Business Clearinghouse.

Electric utilities and retail wheeling: the effect on economic development

Article Abstract:

The effects of retail wheeling on the economic development activities of electric utility companies are studied. It is argued that utility economic development departments must focus on expanding their customer base to remain profitable. Debates over flexible pricing should be resolved for the future growth of utilities, while departments must also keep their customers satisfied to prevent them from moving out of the service area.

Article Abstract:

The electric utility industry is undergoing dramatic change as it adjusts to deregulation. Although the National Energy Policy Act still prohibits open access at the retail level, which would enable electricity consumers to buy from any supplier, many believe that this prohibition will eventually be lifted. Utilities are already preparing for this possibility by embarking on major corporate restructuring efforts.
