An economic model of local self-government
Article Abstract:
This article discusses the autonomy of regional governments in the Russian Federation to enact economic reform and the federal government's role in these changes, which remains relatively controlling due to taxation laws that do not provide an incentive for territories to be fiscally responsible because their additional revenues are extracted by the federal government. Private enterprises have posed a problem to the economic viability of territories as well, due to lack of markets, cadres, and inability to maximize their resources; also, privatization resulted in pilfering property by insolvent private structures, which lead to the destruction of production; the author suggests that market mechanisms must be used to maximize the potential resources.

Reform of military recruitment in Russia
Article Abstract:
The problem of radically transforming the system of recruiting enlisted men for the Russian military establishment is focused. The concept of such reforms and various options for implementing it are outlined and the role of the proposed policy and its place in the overall strategy of military reform are also shown.
