Assessing a safety margin for the fiscal deficit vis-a-vis the EMU ceiling
Article Abstract:
The Monte Carlo simulation method was utilized to forecast gross domestic product growth in The Netherlands to determine the safety margin for fiscal deficit to be eligible for EMU-membership. The EMU imposes a 3% cap on fiscal deficits which is considered new criterion in addition to standards such as economic stability and deficit management in its departure from economic considerations. Analysis shows that a budget constructed from an expectation of a 2% improvement in GDP is 91% likely not to go over the 3% ceiling.
