Assessing democracy in a contested polity
Article Abstract:
After reviewing difficulties with the literature on the democratic deficit, this article concludes that a method is needed for assessing democracy in a political system where there is fundamental agreement on what would constitute adequately democratic institutions. It then goes on to explore two suggestions for such a method: the development of well-specified indicators of democratic performance for contrasting ideal-types of Euro-democracy; and the attribution of self- and peer assessments to institutional actors with competing perspectives on democratic standards in the EU.

The influence of UK NGOs on the Common Agricultural Policy
Article Abstract:
The influence of UK non-governmental organizations (NGOs) on the debate and outcome of the development of the Common Agricultural Policy (CAP) was studied. It was shown that the provision of information by NGO lobbyists is a critical component of their role. Results suggested that decisions on the CAP will be a key to the development of interrelationships between government and NGOs in environmental, agricultural and rural development policy-making.

CAP reform 1999: A crisis in the making?
Article Abstract:
The European Union's Common Agricultural Policy needs additional reform, although price supports were lowered at the 1999 meeting. Plans include review of rules for arable agriculture in 2002 and the dairy industry in 2003.
