Bureaucratic behavior modeled by reduced-rank regression: the case of expenditures from the Soviet state budget
Article Abstract:
A reduced-rank regression framework was employed to analyze expenditures in the Soviet state budget. The framework showed a requirement of as much as eight latent variables to illustrate the mapping of predetermined variables into the budgetary expenditures of the Soviet government. Capital stock appeared to have a positive relationship with a number of high-priority government expenditure. A positive relationship is also detected between a low-priority government expenditure, aid to mothers, and expenditures for health, defense and industry.

Voting over efficient decision rules in budget-balanced organizations
Article Abstract:
In a budget- balanced organization, the choice of efficient decision rules is examined. A scarce "project" is awarded to it's member by the organization, who values it the most, and then the member redistributes some of the surplus from the project, to all the remaining members.
