On the role of banks in enterprise restructuring: the Polish example
Article Abstract:
Government-led gradualism and wholesale application of bankruptcy are ineffective in dealing with loss-making state-owned enterprises (SOEs) in Eastern Europe. A more efficacious solution would be to create an incentive framework and legal environment to encourage major nongovernment creditors to initiate restructuring. Poland's successful enterprise reform program indicates that a decentralized, nongovernment approach to dealing with loss-making SOEs is a viable method.
