Article Abstract:
Peter Neary's paper is particular on how the concertina outcome is used in practice to support the increasing low tariff costs. If prices are regarded in a way that there is an untaxed numeraire among the products whose prices are being analyzed, then the lowest trade distortion is either in the numeraire good itself, in a tax cost that is equal to a radial decrease in all the other, positive, tax rates, or a subsidy for which a growth in the tax cost is actually a decline in the subsidy.

Article Abstract:
A link between international trade theory and the practice of trade and industrial policy in open economies exist. The concertina rule for tariff reform support decreases in high tariffs, without leading to uniformity and increases in low tariffs. The fundamental principles of tariff reform are similar in unilateral, multilateral and customs union contexts. The theory of strategic trade policy does not support subsidies to high-technology industries.

Aid, investment and incentives
Article Abstract:
Foreign aid and investment to poor countries may not really alleviate the latter's economic conditions and result in economic growth. The beneficial effect of such aid depends on the attitudes of both donor and recipient. To ensure that aid achieves its intended effect, the donor country should behave as an active Stackelberg leader, that is, it should intervene in the beneficiary country's decision-making processes.
