Trick or Treat? Development Opportunities and Challenges in the WTO Negotiations on Industrial Tariffs

An analysis of the economic opportunities presented to developing countries via international trade shows that assistance will be needed in helping these nations cope with the lower tariff revenues, reduced output, greater imports, and labor market adjustments that may result, so that these factors do not counteract the benefits from welfare gains and greater exports.
