There is increasing household optimism in Europe, despite a drop in business confidence. Businesses are concerned about European export performance and the end of a restocking cycle, which is affecting companies involved in intermediate goods. Consumers have benefited from low unemployment and higher real wages. Growth rates for countries involved in European monetary union look set to drop in 1999. Meanwhile, interest rates have been cut by the European Central Bank.
