Real GDP has risen by an estimated 1.6% in 1996 in the 15 member states of the European Union, compared to 2.5% in 1995. The outlook for 1997 and 1998 is promising, with export performance improving and inflation falling in southern Europe. Germany is expected to see growth pick up in 1997, but the outlook for the labour market remains poor. The French economy rose by 1.3% in 1996, down from the 2.2% in 1995, although there is evidence to suggest strengthening activity. The Italian economy has been affected by weakening European markets, affecting exports.

Europe's economy is unlikely to begin expanding strongly again until the end of 2002, even though interest rate cuts have been made and more cuts are expected. Fiscal policy will probably not loosen, meaning that monetary policy should do so.
