Federal housing assistance, residential relocation, and educational opportunities: evidence from Baltimore
Article Abstract:
The Department of Housing and Urban Development's 'Moving to Opportunity Program' is used to study the possible effects of residential-relocation programs on the educational opportunities and outcomes of children. A preliminary study in Baltimore, MD, indicates that giving primary-rental assistance program (Section 8) vouchers to public housing families does not necessarily enhance the educational opportunities of their children. The majority of such families is inclined to transfer to other areas in the city where schools are no better than in public housing projects.
