Federalism as a commitment to preserving market incentives
Article Abstract:
Theories on federalism espoused by Fredrich A. Hayek, Charles M. Tiebout and Richard Musgrave failed to provide significant explanations to behaviors of government officials and institutional managers. Hayek argued that local governments make better decisions while Tiebout stated that jurisdictional competition allowed for increased citizen participation. However, both theories did not address the manner whereby governments can commit to the preservation of market incentives which require the governance structure of states to be effective and at the same time limited.
