Funding Australian universities
Article Abstract:
The Australian government should consider specific benefit issues in its university funding policies. Funds should be increased in disciplines that produce greater externalities, such as problem-solving and communication skills. Funding policies should also acknowledge that research-oriented education provides a higher ratio of public to private benefits than coursework-oriented education.

The social return to apprenticeship training
Article Abstract:
Australia's New Apprenticeships System will shift the distribution of financial responsibility for training to equalize payments between employers, apprentices and the public. Previously, employers had borne 53% of training costs, compared to 28% by the public and 19% by apprentices. The new system is expected to stimulate employers to offer more apprenticeship programs.

The West Report as national education policy making
Article Abstract:
The West Committee's report on education funding and policymaking in Australia failed to establish concrete processes and methods for achieving reform. Although fee deregulation monitoring is proposed, no criteria are provided for evaluating market contestability, competitiveness, outcomes or efficiency. This threatens Australia's viability in global markets.
