The Contadora group of mediating countries has managed to get warring Central American governments to agree on a set of principles to end their civil wars. Areas covered include foreign advisors, troop limits, guerrillas, free elections and human rights. Specific problems in Nicaragua, Guatemala and El Salvador are considered.

The United States is being vague about its intentions in Nicaragua. This has seemed to many Nicaraguans more conciliatory, but has confused other Central American countries. A clarification of administration thinking about Nicaragua would help its relations with other countries.
