Industrial Policy and Southward Enlargement of the European Community: The Case of Shipbuilding and Repairs
Article Abstract:
The European Economic Community (EEC) industrial policy will be affected by southward enlargement, but it is not clear what adjustments will need to be made by industries in acceding countries. Differentiated policies based on structural disparities should be developed. Acceding nations must be given lengthier periods for adjustment. Certain measures must be developed to help those nations in their industrialization efforts. Industries which are critically involved in the problems of EEC southward enlargement are clothing and textiles, steel and shipbuilding. Capacity and competition aspects of the problem are analyzed. Extensive analysis and statistical data on shipbuilding and repair is featured. Shipbuilding employment fell by nearly half in EEC nations between 1975 and 1981. A graph compares EEC shipbuilding production to world production and forecasts future production. A table of various subsidization plans and an analysis of EEC crisis management policy are highlighted.

The European Community between social policy and social regulation
Article Abstract:
The Single European Act (SEA) has extended the European Community's (EC) competence in the social field to cover such areas as environmental protection and the working environment, but the establishment of a European welfare state appears unrealistic. Not only does the EC not have the financial resources required by a modern welfare state, but it would be impossible to harmonize the various welfare-state forms that currently exist in Europe. The EC is likely to concentrate on issues that have been neglected by traditional social polices, rather than attempting to set up a Community-wide welfare state.
