Article Abstract:
Japan has suffered economic stagnation from 1991 to 1995, after which loose fiscal and monetary policy helped to boost growth. Fiscal policy was tightened in April 1997 which led to a drop in consumer spending. Investment in housing has dropped, and the economy appears to be hit by a credit crunch. The government is of this opinion, and plans to provide aid for small businesses that may otherwise have difficulty obtaining loans. There is international pressure for a fiscal stimulus to boost Japanese demand. Weak demand in Japan could affect other Asian countries. There are uncertainties about the Japanese economy in 1998, including some risk of recession, which would lead to fiscal stimuli.

Article Abstract:
There has been uneven inflation performance throughout the 15 member states of the European Union, with six member states recording below average inflation. High unemployment is still a serious problem but the economic prospects for 1997 and 1998 are improving, with exports beginning to rise and more stability in exchange rates. There was continued recovery in the German economy with real GDP 0.8% higher in the quarter to September 1996. The French economy is thought to have grown by about 1.4% in 1996 although the Italian economy was weak during the first nine months of the year.

Article Abstract:
The Japanese economy will face a difficult time in 1997 with the impact of budget measures to be implemented in April. Thee was strong growth in the first half of 1996, but little in the third quarter, suggesting that the recovery is becoming more broadly based. Unemployment has fallen to 3.3% and wages are beginning to rise. There has also been growth in business investment although there is still caution about 1997 prospects. The slow growth in 1997 will be followed by a recovery in 1998.
