The Japanese economy has been affected by stagnation since 1991, and this has become a recession in 1998. Business investment looks set to drop in 1998, industrial output dropped in 4th qtr 1997 and 1st qtr 1998, and housing investment dropped in 1997. The government has announced a fiscal package to help stimulate the economy, but critics argue that it should place more emphasis on tax cuts and less on public works. The banking sector is affected by bad debts, and the Asian crisis is likely to affect Japanese exports. Unemployment is likely to rise, as is the general government deficit.

The Japanese economy is showing signs of recovery despite a drop in gross domestic product (GDP) which was greater than forecast, in 4th qtr 1999. Stock prices have risen and there has been a boost in the form of spending on public works projects. This may take time to affect the private sector. Meanwhile, there is concern about business invesment levels and the weakness of consumer spending. There is a danger that Japan's economic recovery could be reversed, though GDP is forecast to increase by 1% in 2000.

The Japanese yen has risen in value and export volumes dropped in 1998, by over 2%, according to estimates. Public investment is not forecast to rise significantly prior to summer 1999, while private investment is dropping. Bank consolidation is underway in Japan. A bank bailout is needed and appears more likely than before. Consumer spending was flat in 2nd half 1998. Japan's economic recovery could begin in summer 1999, boosted by spending on public works, but it will be fragile.
