A settlement is possible in the Middle East if only the leaders would behave rationally. Since the Palestine Liberation Organization (PLO) has been split, those factions willing to accept Israel may be able to work with other Middle East leaders. Israel's new leader, Yitzhak Shamir, is more open to negotiation.
