Leaving the countryside: rural-to-urban migration decisions in China
Article Abstract:
A study was conducted to analyze why rural Chinese do not fully participate in labor migration. A theoretical model of labor allocation within rural households was utilized to carry out the analysis. Mechanisms by which individual, household, and community characteristics influence the migration decision were examined. Results indicated that the shortage of farmland and the abundance of household labor are the major determinants of labor migration. Findings also showed that rural taxation has influenced migration decisions.

Rationalizing observed health and safety legislation: a Pascalian approach
Article Abstract:
The Clinton administration's health policy outlined the substitution of private insurers over public health care providers that has not been well-received by the US electorate. The shift has been justified by the administration by referring to an increased percentage share of health care expenditures in GDP. However, people generally understand that an analysis of health care cost changes is also warranted. The absence of such an analysis has made them wary of the political repercussions of health and safety regulations.

Rationalizing child-support decisions
Article Abstract:
A model of child-support transfers is developed to facilitate the coherent interpretation of child-support compliance decisions of noncustodial fathers and the child-support awards dictated by institutional agents. This framework qualitatively describes in an effective manner the different elements of the monthly payment distribution. Using this model, it is shown that that institutional agents attach less weight to the combined welfare of the custodial mother and child than to father's welfare in most cases.
