The race for cyberspace
Article Abstract:
It is not clear whether information technology (IT) will take countries into the 21st century or widen the gap between rich and poor. Some parts of the world have many fewer telephone lines relative to the population than others. Developing countries will need assistance if there is to be improvement. Increased access to information is a source of empowerment for non-governmental organizations (NGOs). The United Nations Development Program has launched the Sustainable Development Networking Program and hopes to encourage use of the Internet as a development tool.
