Measuring government performance: lessons from a federal job-training program
Article Abstract:
A study of performance incentives under the Job Training Partnership Act (JTPA) of 1982 reveals two insights into the impact of incentives in government bureaucracies. The exact measurement of performance outcomes sometimes clash with bureaucratic discretion. JTPA bureaucrats react to the incentive system by maneuvering performance outcomes so that intertemporal awards are maximized. The government bureaucracies' lack of specific goals and residual claimants denies them the greater efficiency achieved by private organizations from incentives.

Private-sector training and the earnings of young workers
Article Abstract:
Slower productivity growth rates are the result of companies' poor training policies and poor training decisions made by workers. Data from the National Longitudinal Survey youth cohort is used to study the formal training process in the private sector. Some 70% of young employees are not college graduates. Research indicates that private-sector training programs are a key factor in determining the growth of wages in this group of young employees.

Government Debt, Government Spending, and Private Sector Behavior
Article Abstract:
Private sector consumption-saving behavior in relation to government fiscal policy is modeled. Current and future consequences of government policy are investigated. Consideration is given to government spending, current period taxation, government interest payments and the stock of government debt.
